State Government Program Focuses on Five Technology Areas

The December 2025 launch of the Smart Cities SP 360 Program marks the latest step in coordinated local technology activity. World Bank Partnership and Earlier Mobility Projects

The Smart Mobility Program, run as a World Bank partnership from 2019 to 2022, installed bus monitoring systems and expanded inclusive school routes. These efforts improved accessibility for vulnerable populations and created the technical base now used in newer initiatives. The same period saw São Paulo receive the 2023 Seoul Smart City Prize in the Human-CentriCity category for its Accessible Services Network Map, followed by technical assistance to scale the map in 2024.

Smart Sampa and 2026 Traffic Tests Add Security and Monitoring Capacity

The Smart Sampa initiative set a target of 20,000 surveillance cameras with facial recognition by 2024 to combine traffic, emergency and law enforcement feeds. City teams began real-time traffic monitoring tests in 2026 that rely on sensors and data analysis to cut travel times and raise road efficiency. These steps continue the pattern of incremental technology deployment already under way.

Local organisations continue to integrate the systems built through these programs. The combination of state funding, World Bank support and prize-linked assistance provides the framework for ongoing activity without requiring new external announcements.
